USAID to be 'merged' with State Dept. as Marco Rubio becomes acting director: reports


Secretary of State Marco Rubio has reportedly been named acting director of the United States Agency for International Development.

ABC's Will Steakin reported that the Trump administration made the change after pausing operations at USAID.

Sources told CBS News correspondent Jennifer Jacobs that USAID was expected to be "merged" with the Department of State, but it was not clear the move would stand up to legal scrutiny.

"USAID will be merged into the State Department with cuts in the workforce, but it will remain a humanitarian aid entity," Jacobs reported on X. "Trump admin expected to announce the moves in coming days. Discussions of reductions in funding were still fluid today."

According to Just Security, laws passed by Congress created USAID, and Trump "may not unilaterally override a statute by executive order."
